The Idaho Public Utilities Commission said that the rejection of two power purchase agreements involving Grouse Creek Wind Park and Grouse Creek Wind Park II does not go against previous rulings by the Federal Energy Regulatory Commission on qualifying facilities under the Public Utility Regulatory Policies Act. There are "several distinctions" between the two rejected deals and others that were the subject of previous FERC orders, which stated that the PUC cannot reject deals solely because they failed to meet a deadline for projects larger than 100 kilowatt hours, the PUC said.
