Builders, contractors and other employers need more in their emergency response policies than just a plan to call 9-1-1 because first responders might not always be able to rescue people trapped in confined spaces, according to this article. From a fire department standpoint, firefighters need practical training on confined-space rescues, and officials should be upfront with businesses, 9-1-1 dispatchers and others so they know their response times, capabilities and practical limitations.
