David Vitter, R-La., intends to investigate so-called sue-and-settle arrangements that he said are coordinated between the Environmental Protection Agency and environmental groups that bring lawsuits against federal agencies, Larry Bell writes. The U.S. Chamber of Commerce claims that many of the EPA's "most controversial, economically significant regulations that have plagued the business community for the past few years" are the result of such a practice, Bell writes.
