Automatic federal budget cuts scheduled to take effect today will hinder IT spending, Forrester Research's Andrew Bartels says. Forrester had predicted that IT spending would rise 7.5% this year, but because of the expected federal cuts, the firm says growth is likely to be lower. That could hurt the economy because federal purchases represent 8% to 10% of U.S. tech spending, Forrester says.
