HHS is working to get health insurance exchanges ready to begin enrolling patients by Oct. 1, but the Affordable Care Act provides funding for states -- not HHS -- to set up exchanges. Opponents of the law continue efforts to repeal all or parts of it and may be successful in repealing the device tax, which would cost some $30 billion in revenue meant to fund the expansion of coverage. Additionally, polls show most Americans still do not understand the law and many do not support it.
