Marine Corps Gen. James Mattis, the Central Command chief, told the Senate armed services panel on Tuesday that he had recommended to the Pentagon and the White House that more than 13,000 U.S. troops remain in Afghanistan once combat operations end in 2014. Gen. John Allen, the former top U.S. commander in Afghanistan, had recommended a postwar troop presence of 6,000 to 10,000.
