Environmental advocates in Ohio are seeking tougher penalties for illegal dumping of waste in light of one drilling company's discharge of 20,000 gallons of hydraulic-fracturing waste into a storm drain. The owner of the company has been charged with violating the Clean Water Act. A bill introduced by two state senators would make such crimes a felony and prohibit companies and individuals from obtaining drilling permits if they have unlawfully discarded waste.
