The incentive spectrum auction will be a flop, with few broadcasters willing to participate, if the Federal Communications Commission insists on holding the proceeding next year, NAB's Rick Kaplan said Monday at an industry event. Broadcasters also are concerned about the impact of the FCC's variable band plan. NAB has proposed the FCC offer various repacking options, especially for congested markets; assess the number and location of stations needed to reach spectrum clearing goals; determine the amount that would be raised; and recruit volunteers in markets where space is needed the most.
