A lawmaker in Wisconsin has proposed a bill that would establish a fine of $200 for teachers who do not report incidents of bullying. Rep. Garey Bies, R-Sister Bay, said the legislation comes after parents have complained about inaction over bullying in schools. Critics, however, say the bill could take things too far in the other direction by encouraging teachers to over-identify incidents as bullying among students.
