Miami-Dade County in Florida has lost about 14% of its public-sector workforce since 2007, according to government data. Public-sector hiring remains weak in part because an $830 billion federal stimulus program recently ran out, Wells Fargo economist Mark Vitner says. "A lot of cities and counties were facing shortfalls, but the federal stimulus money bridged that for a couple years. ... But it also made it tougher when the money ran out," Vitner said.
