President Barack Obama on Wednesday released his budget proposal for fiscal 2014, seeking $142.8 billion for federal research-and-development programs and additional funding to expand the Defense Department's Cyber Command. Total spending on R&D would increase 1.3% from 2012, which officials say would actually be a decline in spending when inflation is factored in. Also missing from the proposal is a program dedicated to the development of exascale supercomputers, an oversight that IDC analyst Earl Joseph says would give China a leg up in the design of high-end machines and processors.
