A person would have to have liability insurance to buy a firearm under a bill introduced by U.S. Rep. Carolyn Maloney, D-N.Y., and eight other lawmakers. "While many individual states are debating this issue now, it makes more sense for Congress to establish a national requirement to allow the insurance markets to begin to price the risks involved consistently nationwide," Maloney said in a statement. Insurance Information Institute President Robert Hartwig said that "legislatures can mandate, but can't compel insurers to sell" such coverage.
