The Business Roundtable says it generally agrees with the U.S. Chamber of Commerce's immigration plan, although it would prefer a faster green-card process for foreign graduates with STEM degrees. The U.S. chapter of the Institute of Electrical and Electronics Engineers, however, says more IT visas and green-card access are unnecessary and that the industry's talent-shortage claim is baseless. "What these companies are doing is to replace Americans with lower-cost foreign workers," IEEE's Russ Harrison says. IEEE says it would rather offer permanent residency to foreign workers, which it says would enhance employment and income.
