Federal restrictions could slow efforts underway in some states to implement competency-based learning, in which students learn at their own pace, according to a report released by KnowledgeWorks. At issue, the report finds, is that the federal government's educational model is measured based on time, with exams being given at the end of the school year and minimums for seat time. The two models also differ on what material should be tested, with "soft skills" including communication and collaboration key to the competency-based model.
