The political battles and confusion that have accompanied the long introduction of the Affordable Care Act have been more pronounced than expected, Health and Human Services Secretary Kathleen Sebelius says. President Barack Obama's re-election and the Supreme Court's decision to uphold the law didn't end the fighting, she said. Many people don't know what benefits to expect or how to get them, especially in states whose governors are adamant in their opposition to the law, she said.
