The new $878 million budget for pre-construction planning of California's proposed high-speed rail network is 12% higher than the original budget, according to the California High-Speed Rail Authority. However, the amount remains within the budget approved by voters in 2008 and accounts for around 1% of the project's total cost, said CHSRA CEO Jeff Morales. "Spending a little more time and a little more money up front can have huge benefits" in the long term, Morales explained.
