West Virginia is in the final states of completing a statewide $126.3 million federal stimulus project, but more than $43 million remains unspent, according to a report from state officials, who note that Frontier Communications has built 583 miles of fiber-optic cable. The telecom provider has linked schools, libraries and other institutions, with seven miles remaining. Frontier has also completed most of an 85-mile link between West Virginia University and the National Radio Astronomy Observatory in Pocahontas County.
