HHS doesn't need a backup plan as it will meet the principal deadline set for the Affordable Care Act on Oct. 1, Secretary Kathleen Sebelius told the House Ways and Means Committee on Friday. Various states are ready to take over the exchanges after they are built by the federal government despite the refusal of many states to run their own exchanges, Sebelius said. A $1.5 billion budget is being sought by HHS for the federal exchange, but the money is not likely to be given by Congress.
