"Hospitals are on the one hand feeling the pinch of changing [patient] volumes and payment sources that they have to work with, including uncompensated care," said Andrew Coburn, a rural health expert. "At the same time, they do have infrastructural needs that they’re choosing to fund for a whole variety of purposes."
