Legislation proposed in the House of Representatives would force the Obama administration to reschedule an energy lease sale covering tracts off the coast of Virginia that was canceled in the aftermath of the 2010 Gulf of Mexico oil spill. The measure, which is sponsored by Rep. Scott Rigell, R-Va., would require the Department of the Interior to include such auctions in each five-year program. The bill is an "excellent first step" toward "unlocking this oil and natural gas" in restricted sites, said Erik Milito, the American Petroleum Institute's upstream director.
