Salaries for state legislators are too low to attract talent, Steve Gifford writes, noting that New Hampshire pays $200 for a two-year term. Since state legislatures are the "farm team" for Congress, the talent shortage also is felt on the national level, Gifford writes. "It's no wonder that special interests are getting better representation ... they're winning the war for talent," he writes.
