"There is a very large concern -- albeit not publicly stated -- that this could significantly hurt the banking system in the U.S.," said Peter Bible, chief risk officer of EisnerAmper. "I think that is the reason for the delay we are seeing. Right now, it is out to 2014, and I think a lot of people are hoping it gets pushed out beyond that."
