Key funding for New Orleans' $1.3 billion Inner Harbor Navigational Lock Replacement project may be unavailable until 2028, according to Gary LaGrange, president and CEO of the Port of New Orleans, which means construction of the proposed deep-draft lock will have to be deferred. An alternative option being considered that would provide a shallower draft could slash $300 million to $400 million from the project's estimated price.
