Tech industry observers are blaming Microsoft's recent debut of its Windows 8 operating system for what analysts say is the worst quarter for PCs in decades. According to IDC, PC shipments declined 14% during the first quarter of 2013, while global sales fell at nearly twice the rate the research firm had forecast. Some experts say the changes that Microsoft introduced in Windows 8 are so extreme they have scared buyers off. "Microsoft will have to make some very tough decisions moving forward if it wants to help reinvigorate the PC market," said IDC's Bob O'Donnell.
