The Federal Communications Commission has meted out more than $18 million to Pennsylvania's NEP Wireless, which asserts it was the first carrier to draw from the FCC's $300 million mobility auction fund designed to help bring 3G or 4G to unserved areas. NEP, a unit of North-East Pennsylvania Telephone, said it would earmark its initial $6 million allotment to build a 4G network in two rural northeastern counties.
