A consortium of 17 states is criticizing a proposed air-pollution rule from the Environmental Protection Agency that would get rid of a current exemption that allows plants to exceed emissions standards when they start up, shut down or malfunction. "More plainly stated, EPA's Proposed Rule seeks to force 39 states to rewrite regulations previously adopted in accordance with state and federal law and approved by EPA," according to the states' attorneys general.
