President Barack Obama's 2014 budget plan does not include funding for the Department of Agriculture's Food Safety and Inspection Service to inspect catfish and horse meat. The U.S. does not currently inspect horse meat, so the lack of funding amounts to a ban on the product since plants could not legally operate without inspections done by the FSIS. Although catfish inspections under FSIS were mandated in the 2008 Farm Bill, the program has been targeted for budget cuts because it duplicates FDA efforts already in place.
