The Portland, Ore., City Council is scheduled today to consider a proposal that would require apartment buildings with more than 40 units to have at least one parking spot for every four units. Commissioner Nick Fish says the proposal does not go far enough and wants a tiered system that would force larger buildings to provide more parking. "The proposal that's been taken up by the planning commission is a good starting point, but it isn't strong enough," Fish said.
