Graves says small businesses need the kind of comprehensive tax reform discussed at more than 20 House Ways and Means Committee hearings, which included proposals for a permanent option for expensing equipment and property, simplification and expansion of cash accounting for small firms, the creation of a unified deduction for startup expenses and reformed tax codes for pass-through businesses.
