The historic Carter Hotel in Duluth, Minn., needed a new roof, according to The Lake Superior Band of Fond du Lac Chippewa, the building's owner. The band had hired a contractor to remove the asbestos, which it apparently did, while also removing much of the entire roof as well, right down to the sheathing. Plywood was put on temporarily while the band waited to hear whether the building would be added to its rolls, but then flooding came. The interior of the hotel now needs to be gutted if it is to remain standing. City officials and the band are working toward a resolution.
