The share of small-business owners who offered health insurance dropped from 47% to 38% between 2000 and 2011, according to a report from the Robert Wood Johnson Foundation. Premiums have risen sharply in recent years, and small businesses -- defined in the study as those with fewer than 50 employees -- have an especially difficult time dealing with these costs.
