Commercial GPS technology that locates mobile users inside a building is not yet precise enough for first responders to rely on, particularly in urban areas, according to a Federal Communications Commission study. Norman Shaw, co-chairman of an FCC working group and an executive at Polaris Wireless, said paying for such innovation also is a challenge because even though public safety is essential, the market isn't big enough to propel commercial development.
