The Environmental Protection Agency's criticism of the State Department's environmental review of the Keystone XL pipeline was somewhat surprising, TransCanada said, as the company had cooperated with the agency throughout the review process. The company also disputed some of the EPA's recommendations for the department about further emissions studies for the project. "Pipelines produce the fewest amounts of emissions to move oil to the markets where it is needed," TransCanada said.
