The U.S. has yet to finalize an agreement with Mexico that would allow energy exploration in U.S.-Mexico boundary waters in the Gulf of Mexico more than a year after it was signed, observers note. The deal was approved by Mexico in April 2012. "The U.S. has a real opportunity now to put energy back on the agenda with Mexico in a way that it really hasn't been able to be on the agenda for the last several years," said Neil Brown, who was the lead Republican international energy aide in the Senate during the last Congress.
