Reps. Henry Waxman, D-Calif., and Bennie Thompson, D-Miss., are urging President Barack Obama to form a commission to evaluate safety risks at refineries and chemical facilities. The request comes in light of the finding that a Texas fertilizer plant that exploded last month lacked documentation required by the Chemical Facility Anti-Terrorism Standards program. "We ask you to consider steps that can be taken in response to the explosion to reduce the security risks of chemical plants, refineries, water treatment facilities, and other facilities holding large stores of industrial chemicals," Waxman and Thompson said.
