Fewer merger filings were made in 2012 than during the year before, but the Federal Trade Commission challenged 25 of them, up from 17 during the previous year. The Justice Department, meanwhile, objected to 19 mergers, down by the slimmest of margins from the 20 that it challenged in 2011. Proposed mergers in the health-services sector received particular scrutiny from the agencies, data show.
