The Detroit City Council has expressed concern about Mayor Dave Bing's $1.1 billion budget proposal that would keep services and departments as is, despite a looming $380 million deficit. The mayor and councilors must compromise on a plan before Emergency Manager Kevyn Orr makes a final decision. "There's no vision, there's no strategy, there's no recommendations that are laid out for restructuring what is the structural budget deficit for the city," Councilman Kenneth Cockrel Jr. said of Bing's proposal. "It looks like he's basically more or less deferring serious action to the emergency manager."
