Minnesota Gov. Mike Dayton is expected to sign a new higher-education budget that boosts spending by $250 million over the next two years. The bill freezes tuition at the state's public colleges and universities and sets performance goals for 2015 funding. "We get to do something that was almost unheard of during the Great Recession.
