President Barack Obama's second-term agenda might not survive the current trifecta of scandals besieging his administration, experts say. The president is struggling to maintain control of the political conversation amid the continuing Benghazi probe, news that the IRS singled out conservative groups for extra scrutiny, and the revelation that the Justice Department targeted journalists' phone records. "This is going to tie Congress into tighter knots than it was a week ago,'' said Matt Bennett of Third Way, a Democratic group. "It's going to make it tougher for any Republican to do business with Democrats."
