The Environmental Protection Agency's plan to mandate refiners to boost ethanol blends in gasoline is "unworkable," said Greg Garland, chairman and CEO of Phillips 66. Tying the proposal with flat or declining U.S. gasoline demand means the refining industry would reach the so-called blend wall next year, he said. Garland also believes that TransCanada's Keystone XL pipeline plays a key role in North American energy and expects the project to secure U.S. approval.
