Sen. Orrin Hatch, R-Utah, is pushing for an amendment that would require Homeland Security to collect biometric data from departing foreigners -- something the agency was supposed to do but never got to after the Sept. 11 attacks. The plan would have the agency gather biometric data from travelers at America's 10 busiest international airports within two years, and expand to 30 airports within six years. Democrats disagree, saying that the agency is having better luck using foreigners' biographic data. The dispute could get in the way of passing immigration reform.
