Less government spending on community colleges has left them increasingly separate and unequal, according a new report being released today by the Century Foundation. Because such schools receive lower funding per student, higher education has become stratified, with more wealthy students attending four-year colleges, and more low-income students attending two-year schools, the report finds. To address the disparities, the report recommends policy changes to increase economic diversity at community colleges and more slots reserved for graduates at four-year schools, among other things.
