Senate would create a guest worker program with W visas that would allow immigrants to fill seasonal positions and other jobs, including many restaurant positions, that Americans don't want to take. Supporters say the measure would offer workers protection and help end labor shortages, while opponents argue the guest worker program would push down wages. "We want to employ Americans, but for whatever reason, even in this economic climate, we can't seem to get enough workers to meet the forecasted demand," IFA President and CEO Steve Caldeira said.
