Changing U.S. health care from a volume-based payment system to one focused on value and quality could lead to about $560 billion in deficit reduction over the next decade, a Bipartisan Policy Center study said. AAFP President Jeff Cain, M.D., said the report makes some good recommendations but does not include higher payments for primary care and ties post-sustainable growth rate physician payments to the gross domestic product, which the Academy does not support.
