Roughly 10% of Wisconsin kindergartners were not ready to begin reading instruction this fall based on results from the Phonological Awareness Literacy Screening. The results are approximately in line with those from other states that use the test and could identify students who need extra reading interventions or have learning disabilities. Gov. Scott Walker proposed spending $2.8 million to give the test to first- and second-graders starting in 2014.
