Six higher-education groups have partnered to develop the Student Achievement Measure, designed as an alternative to the federal government's measure for determining college completion. "This effort recognizes that the student experience today is very different from the one people have lodged in their memories from 50 years ago. And if legislators are going to base funding on performance, it's important to use metrics that capture the real picture," said Diana Natalicio, president of the University of Texas at El Paso.
