More than 200,000 Arizona residents pay more than 78% of their income on rent, according to a study by the Arizona Housing Alliance that recommends the state put more money into its housing trust fund and calls on municipalities and other groups to do more for low-income families. The housing recovery has been robust in the state, with home prices in Phoenix rising 30% in the past year and rental rates rising as well.
