The San Diego City Council has approved a budget that allocates more than $4 million to public safety and $1.3 million to homeless services. The budget also grants city workers a 5.25% pay increase during the next three years. Mayor Bob Filner proposed the $1.2 billion operating budget after filling a deficit of almost $40 million, but some councilors criticized Filner's plan, saying he used one-time funds to fill the deficit.
