Despite renewed criticism, Gary Gensler, chairman of the Commodity Futures Trading Commission, is moving forward with a plan to apply U.S. derivatives rules to foreign banks starting next month, sources say. Sen. Elizabeth Warren, D-Mass., is calling on the CFTC to implement the rules. "We can't live in a world where ... after all the time and energy that we spent trying to get in place real derivatives regulation, [we say] 'Oh, never mind, guys, just pen a post office box abroad and keep up with your risky activities,' " Warren said.
