Through modeling and changing restrictive policies, school leaders at district and school levels can have an effect on how well or how poorly new technology is adopted and used by classroom teachers. For instance, York County, Va., School Division Superintendent Eric Williams said he models blended learning by using videoconferencing for principal meetings and eliminating such policies as firewalls that blocked sites like YouTube and rules that prohibited students from using smartphones at school.
